The Federal EmergencyManagement Agency (FEMA) Disaster Unemployment Assistance (DUA) program is available to local, state, tribal, and territorial governments in the aftermath of a presidential disaster declaration. The program provides unemployment benefits and reemployment services to individuals who have become unemployed as a result of a Presidential disaster declaration and are ineligible for regular state unemployment insurance (UI). FEMA has delegated the responsibility of administering the DUA program and payment of DUA assistance to the Secretary of Labor.
